The second pillar of Common Agricultural Policy: a policy à la carte

Abstract

Bien plus que le 1 er pilier de la PAC, le 2 nd pilier, consacré au développement rural, offre des marges de manœuvre importantes aux Etats-membres et régions. A partir d’une analyse statistique des maquettes budgétaires 2007-2013 du second pilier et d’une classification des programmes nationaux et régionaux, sont mises en évidence quatre grandes logiques d’intervention : le soutien de la compétitivité agricole, le soutien de l’ensemble des activités rurales, la prise en compte des biens publics et effets externes agricoles, enfin la garantie de l’équité au sein du secteur agricole. Une interprétation plus fine des classes obtenues à l’aide d’indicateurs socio-économiques et agricoles régionaux nous permet ensuite de mieux les caractériser.
