Déréglementation des services de télécommunications en République Démocratique du Congo et inégale répartition des resources

Abstract

La déréglementation (ouverture à la concurrence et privatisation) des services de télécommunications en République Démocratique du Congo (RDC) devrait favoriser la modernisation des réseaux, la diffusion et la diversification des services, la baisse des prix au profit des usagers et l’homogénéisation du territoire national. À la lumière de l’expérience congolaise, peut-on aujourd’hui dire que cette réforme a abouti aux résultats escomptés ? Comment se répartissent les services de télécommunications étudiés (le téléphone fixe et mobile) sur les plans quantitatifs et géographiques en RDC ? Cet article apporte quelques éléments de réponses aux conséquences économiques et sociales perceptibles de cette déréglementation, et analyse les stratégies des opérateurs dans un environnement libéralisé et mondialisé. Une large place est consacrée à l’étude des fondements théoriques de la localisation des services de télécommunications.
