L’indépendance de la Banque nationale de Roumanie en question : le gouverneur Burillianu et la mission de la Banque de France au début des années trente

Abstract

Cet article analyse les relations entre le gouverneur de la Banque nationale de Roumanie, Dimitrie Burillianu, et le pouvoir politique au début des années trente. Ayant refusé d’accepter la prolongation de la mission financière de la Banque de France, qui devient une sorte de conditionnalité, imposée au Gouvernement roumain en échange d’un emprunt international, le gouverneur Burillianu est révoqué par décret royal le 10 mars 1931. Cette mesure illustre la fragilité de l’indépendance que la Banque nationale de Roumanie avait acquise le 7 février 1929, date à laquelle la monnaie roumaine avait été stabilisée grâce à un emprunt international organisé par la Banque de France.
