Intelligence – o abordare din perspectivă comunicațională

This article aims to analyze intelligence, a fundamental concept for national security, using a communication perspective. The article is structured in three sections, it begins by assigning a meaning to the intelligence product using some declassified documents as examples. It continues with highlighting the communication imperative between intelligence providers and decision makers in cases where the intelligence product proves to be not enough understood, not used enough in the decision-making process or not convincing enough for decision makers to act on it. Given these three cases, the article ends with a briefers' perspective regarding intelligence product communication to decision makers. The article shows that the intelligence product is a communication product and that, in various forms and in various approaches, it requires communication in relation to the decision makers. It also shows some elements that a briefer should give attention in order to succeed in communicating intelligence to decision makers, so that intelligence can be understood, in order to be convincing for decision makers and to be used in decision-making in the end.
