Abstract
Measuring the health of the landscapes and their management: we have asked some institutional actors three questions on the landscape plans, on procedural simplification, and on the National Landscape Charter. Those shown here are the opinions collected among managers working at the Ministry of Cultural Heritage on these issues. Closing this first roundup of opinions, the fact that only four of the regional plans have been definitively approved reduces the range of their experiences. In general, a wider and more in-depth information and the adhesion by the local communities is required, so that the provisions of the plan instruments live in the ordinary management of the landscape and would not be considered just as limits. Similarly, as regards to the «simplification decree», shared forms of solution to recurrent problems could be studied, to make simplification not a reduction in the attention and quality of responses to citizens. The opportunities that the National Landscape Charter could offer to awidespread awareness must be supported, as well as by the sharing of significant decisions by the political decision-makers at local and regional levels. A reaction chain in the policies, which guarantees the real sustainability of intersectorial choices, is needed. Particular attention must be given to the way in which these developments can influence the processes of economic development and the overall cultural growth of the territories.
