How banking crises will be addressed in the Banking Union?

Abstract

Il quadro europeo della gestione delle crisi bancarie prevede un'ampia gamma di nuove attività e strumenti ispirati al principio della minimizzazione dei costi pubblici attraverso meccanismi di condivisione degli oneri degli interventi in capo ad azionisti, detentori di strumenti di capitale ed anche depositanti. L'attenzione si è concentrata sull'introduzione del bail-in ma il successo del nuovo quadro dipende dalla preparazione di banche ed autorità, dalla tempestività dell'intervento delle autorità di vigilanza e di risoluzione e dalla loro interazione reciproca, dalla capacità di coinvolgere il settore privato e di non mobilitare il sostegno pubblico, facendone l'eccezione e non la regola. L'articolo si sofferma in particolare sull'attività di pianificazione e sulle misure di early intervention poiché anche dalla loro efficacia dipende il non avvio della risoluzione stessa e la minimizzazione degli oneri pubblici nel contesto dell'Unione Bancaria.
