Competition and Regulation in the Italian Postal Market

Abstract

Il lavoro fornisce un quadro aggiornato del mercato postale italiano alle soglie della liberalizzazione, prevista per il primo gennaio 2011. Vengono passate in rassegna le principali caratteristiche del mercato postale, illustrando l'insostenibilità strutturale del servizio universale e soffermandosi sui servizi di recapito data e ora certa. Inoltre, viene descritta la particolare forma con cui si è sviluppata la concorrenza in Italia, analizzando l'esistenza di prezzi politici per una parte rilevante dei prodotti postali, che rappresenta oggi uno dei principali ostacoli allo sviluppo della concorrenza. Viene inoltre proposta una riforma del meccanismo di finanziamento del servizio universale, in cui è mantenuto il trasferimento statale, ma viene riformato il fondo di compensazione attraverso l'inclusione di nuovi soggetti chiamati al suo contributo. Infine, viene discussa una più generale riforma della regolamentazione dell'industria postale, con l'assegnazione delle funzioni di regolazione tecnica ad un'autorità indipendente.
