    La banda ultralarga costituisce un indispensabile fattore infrastrutturale per lo sviluppo economico e sociale. Dieci anni fa sembrava che il processo di sostituzione del vecchio doppino in rame con la fibra fosse destinato a concludersi piuttosto rapidamente. Nulla di più sbagliato: per vari motivi le imprese non hanno fatto alcun passo in avanti e, quel che è peggio, non paiono nelle condizioni di avviare rapidamente l'adozione di una rete di nuova generazione/NGN. L'investimento sarebbe molto oneroso, ma sotto certe condizioni non dovrebbe mancare un ritorno adeguato sul capitale investito. Quel che manca davvero, forse, è un forte indirizzo di policy su un progetto realmente condiviso.
