Abstract

L'introduzione delle reti di accesso di nuova generazione rappresenta un cambiamento epocale, che potrebbe cambiare radicalmente sia le possibilità di comunicazione di milioni di famiglie, sia le modalità operative delle attività commerciali. Sul piano regolamentare, l'introduzione delle reti di accesso di nuova generazione pone rilevanti sfide alle autorità di regolamentazione, che devono trovare un delicato equilibrio tra promozione degli investimenti e tutela della concorrenza. Nei casi in cui sussista una concorrenza tra reti di diversi operatori, gli incentivi a investire sono più elevati, ma può essere comunque necessario un intervento regolamentare. Per governare il passaggio alle reti di nuova generazione, sono state prospettate diverse possibili modalità d'intervento, quali il riconoscimento di concessioni regolamentari volte a favorire lo sviluppo di nuove infrastrutture, l'attuazione di forme di separazione della rete fissa di accesso e il ricorso alla condivisione degli investimenti. Tuttavia, non sono ancora maturi i tempi per la definizione di rimedi regolamentari standard.
