Regulatory assessment of Italian airports: some critical issues

Abstract

Il lavoro approfondisce alcune criticità del contesto normativo che governa il sistema aeroportuale italiano. In particolare, sono discussi gli incentivi che il quadro delle regole dovrebbe creare al fine di favorire uno sviluppo equilibrato e coerente degli aeroporti. Infatti, sebbene negli ultimi anni la domanda di trasporto aereo abbia registrato una crescita sostenuta e continua, il sistema aeroportuale nazionale si contraddistingue ancora per un grave ritardo infrastrutturale (come emerge dal confronto degli aeroporti nazionali con i maggiori scali europei) e un'articolazione spesso non coerente sul territorio (come rivela la polverizzazione degli scali e il sottoutilizzo di alcuni aeroporti di minori dimensioni). Il lavoro, dopo una sintetica analisi di alcune statistiche, approfondisce gli snodi critici dell'"enforcement" e della "governance" istituzionale (l'applicazione del regime concessorio, la liberalizzazione dei servizi a terra, le competenze delle autorità preposte a regolare il settore) e discute, in chiusura, alcuni suggerimenti di "policy".
