The European liberalisation of the mail services and the perspectives for the Italian market

Abstract

Il lavoro analizza il processo di liberalizzazione del mercato postale che dovrà essere completato entro l'inizio del 2011, come stabilito dalla terza direttiva europea. L'obiettivo perseguito è triplice: verificare i differenti risultati della liberalizzazione negli Stati dell'Unione ed esaminare i problemi aperti; elaborare un set di indicatori per misurare il grado di liberalizzazione legale, la regolazione dell'accesso e i risultati del mercato postale; identificare, infine, i principali problemi che caratterizzano il caso italiano. Il processo di riforma italiano ha privilegiato nell'ultimo decennio il risanamento del bilancio dell'azienda postale pubblica; a tal fine la prima direttiva postale è stata utilizzata per ampliare l'area riservata, mentre la concorrenza nei segmenti liberalizzati è stata ostacolata dalla stessa regolazione del governo. È pertanto auspicabile una nuova riforma che stabilisca la completa apertura del mercato e istituisca un regolatore indipendente, quali prerequisiti indispensabili per sviluppare il settore.
