Alitalia: the Never Ending Story

Abstract

Il breve articolo riassume la storia del contenzioso degli ultimi dieci anni tra Alitalia e la Commissione europea, fino al recente episodio del "prestito" di 300 milioni concesso dallo Stato ad Alitalia, al quale la Commissione ha già espresso il suo scetticismo. L'articolo riprende certe considerazioni critiche relative alla giustificazione teorica della disciplina sugli aiuti (espresse in un articolo apparso nel n. 3/2006 di queste riviste), applicandole al caso Alitalia. Sottolinea la peculiare situazione del mercato, nella quale né i concorrenti interni di Alitalia né quelli esterni sono, probabilmente, particolarmente danneggiati dal permanere di Alitalia in vita, in una posizione concorrenziale assai indebolita. E conclude con una notazione sulla desiderabilità di una più forte coesione politica all'interno della Comunità, che potrebbe conferire una nuova legittimazione federalistica alla disciplina sugli aiuti, legittimazione che, dal punto di vista della teoria economica, in ipotesi, le mancherebbe
