La fuga dalla distribuzione del gas

    At the outset, this paper explains the process of restructuring in local gas distribution networks after the turning point of the liberalisation process introduced by the law 164/2000. It then seeks to outline the technical and juridical peculiarities of the local gas distribution and transport networks. Why should companies wish to leave the local gas distribution networks? Why should they develop regional gas transports networks? Is the market structure created by the liberation process sufficient for maintaining efficient levels of quality and providing efficient investment incentives? The paper gives evidence from Italy and provides some solutions suggesting how to implement the auction system in local gas distribution networks.Scopo del presente lavoro è fornire alcuni elementi per identificare che cosa s'intende per fuga dalla distribuzione. A tal fine, il paragrafo 2 illustra sinteticamente il sistema infrastrutturale italiano del trasporto e della distribuzione del gas naturale offrendo alcuni spunti per comprendere, tra l'altro, perché non sia semplice distinguere tra le diverse reti (reti regionali e reti di distribuzione) poste a "valle" rispetto alla rete nazionale di gasdotti. Il paragrafo 3 concentra invece l'analisi sugli aspetti critici delle modalità di affidamento del servizio di distribuzione del gas naturale tra cui la congruità del valore da assegnare al canone di concessione; ossia il corrispettivo che il distributore corrisponde all'ente locale per l'affidamento del servizio. Sorgono spontanee alcune domande. Le richieste degli enti locali sono uno dei fattori che possono indurre i distributori ad abbandonare il settore o a riconfigurare la propria attività come attività di trasporto? Quali sono gli effetti che tale riconfigurazione genera nei confronti dei meccanismi di tutela dei consumatori e quali strumenti possono essere messi in campo per limitare tale fenomeno? L'attuale assetto di concorrenza per il mercato favorisce la realizzazione degli investimenti? Ad oggi non vi sono ancora chiare risposte a tali domande; le conclusioni del presente lavoro cercano di fornire alcune proposte sulla base delle evidenze emerse nei diversi paragrafi.
