The Course of Liquefied Natural Gas Infrastructures. A Reflection on the Urgent Need to Invest in New Lng Terminals

Abstract

L’articolo ricostruisce i regimi di incentivo adottati per favorire gli investimenti in nuovi terminali di rigassificazione con l’obiettivo di accrescere la capacità di importazione tramite tali infrastrutture e si sofferma sul mutato atteggiamento di favore verso questi terminali manifestato dal Regolatore a partire dalla fine del 2013 e poi dal Mise dal 2017. La recente legislazione di emergenza approvata per fare fronte all’inaspettata riduzione degli approvvigionamenti dalla Russia è anche conseguenza di tale ripensamento incentrato più sulla valutazione dei costi di breve periodo che sui benefici di medio lungo. Alla luce delle esigenze sorte dalla recente evoluzione dei mercati la valutazione costi-benefici che condusse a tale ripensamento non appare lungimirante, né coerente con gli obiettivi di ridurre la vulnerabilità del sistema gas già definiti dalla legislazione e idonea a minare la necessaria fiducia nella stabilità della regolazione.
