A Crisis Waiting to Happen. An Economic Analysis of the Italian National Health System after the Pandemics

Abstract

L’articolo esamina i problemi della sanità italiana, oggi. La pandemia ha messo a nudo le criticità accumulate negli anni precedenti, in cui il vincolo di bilancio statale ha portato a continue riduzioni della spesa sanitaria, del numero di posti letto (comprese le terapie intensive) negli ospedali, del numero di medici e infermieri. Inoltre, la riforma del 2007 che prevedeva strutture decentrate (le Case della Salute) è stata attuata solo parzialmente e non in modo uniforme fra le varie regioni. L’articolo parte da un’analisi economica della sanità, arrivando alla conclusione che – contrariamente all’impostazione prevalente soprattutto in certe regioni – la struttura pubblica deve rimanere il cardine dell’assistenza se si vuole rispettare la Costituzione. Successivamente, documenta le attuali carenze, con particolare riferimento alla dotazione di personale medico e infermieristico e alla riorganizzazione della medicina territoriale. Si dimostra come gli stanziamenti, pur generosi del Pnrr non siano sufficienti a colmare il gap accumulato, ma occorra prevedere integrazioni significative
