Abstract

La innovación es un factor clave para la transformación social y el desarrollo económico de los países. Al mismo tiempo, es una capacidad imprescindible para resolver problemas exitosamente y competir con las economías más desarrolladas a nivel mundial. (CONACYT, 2016). La innovación es una característica que no aplica únicamente a la empresa sino también a las políticas públicas. Una preocupación constante para los gobiernos de los países, en especial aquéllos en vías de desarrollo, es la informalidad. Esto debido al obstáculo comprobado que la economía informal representa para el desarrollo económico y social, así como su vinculación a la generación de la pobreza. En este documento se revisa qué tan eficiente ha sido la Innovación en el sistema tributario, específicamente la creación del Régimen de Incorporación Fiscal, para aumentar la base de contribuyentes a dos años de su vigencia.
