Türkiye’de Uluslararası Göç ve Refah İlişkisi: Kitlesel Göçler Üzerinden Bir Değerlendirme

Abstract

Bu çalışmada, Türkiye’de uluslararası göç ve refah ilişkisi incelenmektedir. İlk olarak, Türkiye’ye yönelen kitlesel göçlerin, sosyal demokrat refah rejimine sahip ülkelerdekinin aksine, refah çekim etkisinden bağımsız olarak gerçekleştiği ileri sürülmektedir. İkinci olarak Türkiye’nin uluslararası göç politikalarının zaman içerisinde esnekleşmesine bağlı olarak göçmenlerin refahının azaldığı tartışılmaktadır. Bu kapsamda Türkiye’ye yönelen kitlesel göçler, Türkiye’nin göç politikası bağlamında ele alınmakta ve bu politikaların göçmenlerin refahına etkisi incelenmektedir. Türkiye’de uluslararası göç ve refah ilişkisinin dönüşümünü daha detaylı analiz edebilmek amacıyla kitlesel göçler 1923-90 ve 1990 sonrası olmak üzere dönemselleştirilerek ele alınmaktadır. 1923-90 döneminde, Türkiye ile balkan ülkeleri arasındaki göç anlaşmalarına dayanan, ulusallaşma stratejisinin bir parçası olarak düzenli-kitlesel göçler görülmektedir. Bu anlaşmalarla, göçmenler için iş ve mesken desteği yapılarak refaha katkı sağlanmaktadır. 1990’lar sonrasında ise esnek göç politikalarının bir sonucu olarak düzensiz-kitlesel göçler hakimdir. Bu dönemde göçün düzensiz niteliği göçmenlerin refaha erişimini zorlaştırmaktadır. Sonuç olarak Türkiye’de uluslararası göç ve refah ilişkisinin yaklaşık son 30 yıl içerisinde enformelleştiği görülmektedir.
