Chapter 7. METI and Industrial Policy in Japan: Change and Continuity

Abstract

This chapter takes up the question of how Japan's industrial policy evolved in the 1990s in response to a changing domestic and global environment. In particular, it focuses on the policy of the Ministry of Economy, Trade, and Industry (METI), formerly the Ministry of International Trade and Industry (MITI). This chapter argues that there were elements of both continuity and change, and that these can be understood in terms of a strategy of permeable insulation similar to the other areas discussed in this book. On one hand, METI branched out in new directions in the direction of greater permeability. On the other hand, many "insulative" policies remained.
