Xue Muqiao Expresses New Views on the Question of Ownership

Abstract

Well-known economist Xue Muqiao said at a recent discussion on the system of ownership that the concept of dividing socialist public ownership into only state ownership and collective ownership needs to be revised. The difference between the two in administration is gradually diminishing, he said, and the socialist public ownership system may evolve into a system with many tiers-central, local (provinces, municipalities, and counties), and rural-and many modes of administration. In addition, there is individual ownership, which supplements public ownership, and certain nonsocialist economic sectors.
