Aspects Regarding Making Public Services Through Administrative Contracts

Abstract

The article deals with the complex issue of contract administration, contract which carries out the services provided by government. Studying the literature, we believe that an administrative contract is an agreement of intent performed, primarily, between a public authority and a private party, which assures the function of a public service, subject to administrative legal regime. Met in various forms, such as: public procurement, concessions, joint ventures, etc., they are directed towards the enhancement of public assets, the execution of public works, public services, public procurement and other contracts provided for by special laws and subject to administrative jurisdiction of the administrative courts.
