The EU Economic Co-Operation Policy Towards Asean, Other Developing Countries and Economies in Transition

Abstract

Uni Eropa (UE) menjalin hubungan ekonomi dengan semua negara sedang berkembang dan negara dalam transisi ekonomi di seluruh dunia, termasuk dengan Indonesia dan ASEAN. Hubungan ini bisa sekaligus bilateral, multilateral dan antar kelompok regional. Dan hubungan inipun diskriminatif antara negara yang satu dengan negara yang lainnya, antara kelompok regional yang satu kelompok regional yang lainnya. Dan kebetulan ASEAN memiliki tingkat hubungan ekonomi yang terendah dengan UE dibandingkan dengan negara-negara lainnya, tanpa mendapatkan fasilitas apapun. Meskipun demikian hubungan perdagangan dan investasi antara EU dan ASEAN masih lebih baik dibandingkan dengan beberapa kelompok regional lainnya yang memperoleh berbagai kemudahan. Untuk meningkatkan hubungan ekonomi antara EU dan Asia Timur, maka dibentuklah Asia-Europe Meeting (ASEM) tahun 1996. Perubahan pandangan di UE menyebabkan, bahwa masalah-masalah politik dan lingkungan semakin mengemuka dalam hubungan multilateral. Permasalahan-permasalahan ini akan menjadi pokok pembahasan dari tulisan ini.
