Abstract

During the first long term development, Indonesian natural rubber production had increased steadily, i.e. 1.6% and 2.5% per year, respectively. The majority of natural rubber (91 %) was exported as Standard Indonesian Rubber (SIR). As one of the strategic commodities, natural rubber provides work opportunities for more than 2.3 million people, playsd a role as a source of farmer's income, as a source of foreign exchange, accounting for 2.7% of the total export value or 3.6% of the non petroleum and natural gas export value, and as an environmental conservation. Even though the price of basic needs increases, the exchange value of rubber to the basic needs relatively unaffected. However, average land ownership and it smal farmer's income is loiv, so it is necessary to increase the small holder rubber productivity, especially in the area which have not been touched by colonial planting material technology. The prospect of Indonesian natural rubber in the second long term development is good i.e. the increase in rubber production and consumption are approximately 1.5% and 3.5% per year, respectively. The high increase in domestic consumption is in line 'with the government program focusing on the development of agroindustry or rubber goods industry. By the end of the second long term development, Indonesia is projected to be the largest natural rubber producing country.
