A Cohort Approach of A Dynamic Labor Supply Model for Indonesia: Implications for Tax Policy

Abstract

Dalam rangka evaluasi terhadap efektivitas sebuah kebijakan perpajakan baik dalam konteks analisis partial equilibrium maupun general equilibrium, sangat dibutuhkan informasi tentang bentuk dan elastisitas tenaga kerja terhadap upah. Meskipun di negara maju estimasi terhadap penawaran tenaga kerja sudah banyak dilakukan, hal yang sama tidak terjadi di negara berkembang. Selain perbedaan penekan masalah ketenagakerjaan, alasan utama tidak dilaksanakannya studi tentang penawaran tenaga kerja di negara berkembang adalah karena keterbatasan data, baik data cross section dan terlebih -lebih data panel. Paper ini memberikan estimasi model dinamis bentuk penawaran tenaga kerja di Indonesia dengan pendekatan Cohort. Pendekatan ini memungkinkan estimasi model dinamis penawaran tenaga kerja menggunakan data cross section (SUPAS 19S5 dan SAKERNAS 1987), karena data panel belum tersedia di Indonesia. Hasil Estimasi menunjukkan bahwa elastisitas tenagakerja laki-laki terhadap upah lebih tinggi dibanding rata-rata di negara maju, tetapi elastisitas tenagakerja wanita terhadap upah tidak jauh berbeda dengan di negara maju. Selain itu wanita Indonesia jauh lebih sensitif terhadap perubahan upah dibandingkan pria, yang konsisten dengan hasil di kebanyakan Negara maju.
