Abstract

West Sumatra economies is characterized by the dominant rule of small business, primarily in agricultural sector. Even in industrial sector small businesses play a dominant role. ie. 96 percent of all establishment. Others economic sectors have similar performance. Thus, having a stra­ tegy to improve and strengthen the role of small businesses is a crucial point. There are many obstacles faced by the small businesses to enlarge their share in economies, such as: (1) the lack of capital. (2) low skilled labor. (3) lack in managerial skill. (4) difficulties in marketing the product. This paper evaluates the efforts of the regional government to over­ come these difficulties. Among all: (1) Giving them smoothing access to get KIK (a kind of small scale investment credit) and KMKP (working capital credit). (2) Promoting institutional linkage between the small business and the bigger one. ie. parenthood. PIR and developing production center (sentra produksi).
