Abstract

Perekonomian nasional selama tahun 1986 merupakan periode yang sangat sulit. Keadaan tersebut ditandai oleh perkembangan yang kurang menggembirakan terhadap pertumbuhan ekonomi nasional maupun tekanan yang cukup berat pada Neraca Pembayaran. Kondisi-kondisi yang demikian nampaknya telah berakibat kurang positif terhadap Anggaran dan Belanja Negara selama periode 1986/1987 maupun tahun 1987/1988. Kesulitan-kesulitan tersebut terutama ditinrbulkan oleh merosotnya harga minyak bumi, nielemahnya harga-harga komoditi ekspor printer nraupun belum tercapainya sasaran penerimaan dalam negeri yang berasal dari pajak. Kondisi ini diperberat lagi oleh adanya herbagai kelemaban struktural di herbagai sektor ekonomi nasional
