Rational Expectations Hypothesis Government Preferences and The Trade Model

Abstract

Tulisan ini dimaksudkan untuk mengembangkan kerangka analisa guna memperoleh wawasan mengenai kecenderungan dan preferensi pemerintah dari negara-negara yang mengalami defisit bahan makanan daiam pengendalian perdagangan iuar negeri untuk hasil pertanian pangan. Untuk itu diformuiasikaniah suatu "objective function" banyak periode yang mengandung tujuan pemerintah, dan dipakai model empiris yang menggunakan data series ekonomi di bidang beras Indonesia tahun 1960-1980. Perkiraaannya terutama ditekankan bahwa impor beras pada periode tertentu tergantung atas impor sebelumnya dan nilai berbagai variable masa mendatang yang tidak dapat sepenuhnya dikontroi oieh pemerintah. Di antara berbagai variabel tersebut adaiah harga beras dunia dan kejutan penawaran dan permintaan beras domestik yang tidak terantisipasikan.
