Abstract

It is important to examine explicitly realistic choices in RepelitaIV with regard to policies concerning employment, growth, and educational development. This explicit examination is important because during Repelita IV it seems that financing capability does not allow a rate of economic growth of more than 5 % each year on average. On the other hand, there is pressing demand for employment expansion during not only because of relatively high increase in the labor force annually and the relatively high degree of unemployment and underemployment, but also the normative demand that Repelita IV should contribute significantly towards achieving long term goal in employment, i.e., the abolishment of the labor surplus situation as a precondition for sustained, self-reliant development.
