Abstract

Azas pemerataan menuju terciptanya keadilan sosial, antara lain dituangkan melalui jalur pemerataan penyebaran pembangunan di seluruh wilayah tanah air. Azas pemerataan antar daerah otonom juga diusahakan dapat terpenuhi. Sementara itu, kenyataan menunjukkan bahwa kemampuan suatu daerah otonom dalam membelanjai pengeluarannya maupun kebutuhan pengeluarannya, secara relatif berbeda antara yang satu dengan lainnya. Hal seperti itu membawa permasalahan bagi Pemerintah dalam memberikan "sumbangan " kepada daerah otonom, - yaitu dalam aspek pemerataan, tanpa mengurangi kegairahan otonominya. Tulisan berikut ini mencoba menyampaikan gagasan tentang pedoman pengalokasian "sumbangan" Pemerintah kepada daerah-daerah otonom berdasarkan azas pemerataan. Penulis berusaha untuk mengatakan secard jelas, dalam mengemukakan gagasannya tentang konsep pemerataan yang ia pakai
