Abstract

Tulisan yang membahas peranan serikat buruh di kawasan Asia Tenggara ini meliputi; pertama, berbagai kebijaksanaan perburuhan yang baru di Asia Tenggara dengan pokok pembahasan mengenai masalah-masaiah perburuhan di Singapura dan Filipina; kedua, menilai dampaknya terhadap peranan serikat buruh di kedua negara tersebut. Ketidakserasian antara berbagai tingkat pergerakan buruh dan kesulitan yang dihadapi di dalam usaha mendirikan suatu perserikatan buruh tingkat nasional merupakan masalah pokok baik di Filipina, Singapura, Malaysia, dan Indonesia. Hal tersebut disebabkan, sebagaimana pendapat Perlman, terdapatnya dua golongan sifat keanggotaan dan kepemimpinan serikat buruh, yaitu "blue collar mentality" dan "intellectual mentality," yang merupakan dikotomi.
