General Issues on Income Distribution and Employment in Developing Countries

Abstract

Tulisan ini mengemukakan pendapat bahwa di negara-negara yang sedang berkembang dan berkelebihan tenaga kerja hendaknya dikembangkan kebijaksanaan perekonomian yang bertitik berat pada usaha padat karya apabila ingin diperoleh pemerataan pendapatan. Pendapat tersebut berdasarkan suatu anaiisa yang iuas jangkauannya, meliputi tinjauan sejarah dan tinjauan perbandingan antar negara. Daiam tinjauan sejarahnya dikemukakan bahwa perkembangan ekonomi modern dimuiai di Eropah dan tidak di Asia yang sebetulnya telah mengalami perkembangan kebudayaan yang jauh lebih lama daripada dunia Barat. Perekonomian Asia senantiasa bersifat padat karya dan kemampuan untuk menggerakkan tenaga kerja dalam jumlah yang sangat besar adalah landasan daripada perkembangan dan kejayaan kebudayaan Asia di zaman purba. Sebaliknya, mulainya pertumbuhan ekonomi modern yang terjadi di Eropah itu justru adalah akibat daripada kekurangan tenaga kerja yang menjadi pendorong bagi pengembangan teknologi pengganti tenaga manusia.
