Abstract

Artikel ini berusaha menemukan pelajaran dari program nasional dalam Keluarga Berencana yang dianggap cukup berhasil, guna melihat kemungkinan aplikasinya dalam usaha-usaha perbaikan administrasi negara di Indonesia secara umum. Walaupun program Keluarga Berencana ini sebenarnya memiliki peraturan-peraturan administrative yang sama seperti program-program pemerintah lainnya, dan juga menghadapi kesulitan-kesulitan administrative yang sama, namun program ini memiliki suatu system menejemen yang unik. Justru keunikan itulah yang merupakan kunci keberhasilan dari program ini
