Abstract

Dalam karangan ini penulis meninjau pengalaman yang diperoleh negara-negara di Asia Tenggara dalam bidang pembangunan masyarakat desa selama kurang lebih tiga dasawarsa yang telah lalu. Ditinjaunya pula pengalaman-pengalaman dalam bidang itu di Indonesia serta kaitannya pada perkembangan-perkembangan ekonomi maupun politik yang telah terjadi di Indonesia. Dalam tulisan ini diperbandingkan berbagai cara pendekatan terhadap masalah pembangunan masyarakat desa. Pembagian baku adalah antara yang di lamakan "service approach" dan "reform approach". Perbedaan Antara kedua pendekatan tersebut bersendi pada perbedaan dalam laju maupun besar kecilnya pembangunan yang diusahakan secara terencana dalam struktur social desa
