Abstract

Karena berbagai hal maka tercapainya ' stucsembada dalam bidang pangan telah menjadi idam-idaman kebanyakan negara di Asia Tenggara maupun di bagian Asia lainnya. Bahkan di beberapa negara hal ini telah dijadikan kebijaksanaan ataupun sasaran resmi pemerintahnya. Cara yang semantap-mantapnya untuk mencapai swasembada pangan adalah dengan diadakannya peningkatan dan perbaikan prasarana atau infrastruktur; dalam segifisik maupun institusionil atau kelembagaan. Ini berarti periuasan pengairan, digalakkannya penyuluhan, dikembangkannya penelitian dan sebagainya. Kesemuanya berimplikasi terjadinya suatu pergeseran alau perubahan dalam pola fungsi-fungsi produksi dalam suatu negara.
