Abstract

The high population density and the concentration of manufacturing investment in Java during Pelita I as compared to outer islands lead to various long - run problems. Objective realities show that the population increase in Java is somewhere between 1 and 1.5 million per annum. If the transmigration scheme could movt 25% of the additional number to outer islands, the net increase in labor force would be 150.000 to 180.000 people per annum. Assuming that 60% comes from and adds to the agricultural labor force, and realizing the rigidity of supply of arable land in this island, it is obvious that the increase is more than the sector could absorb. On the other hand, with much lower population density, and rich in natural resources, the outer islands show almost opposite conditions.
