Austrauan Aid To Indonesia : A Preliminary Assessment

Abstract

Veswed from the sitandpoint of the recipient country, foreign aid can only be regarded as one facet of an overall development process, involving a complex of goals and choices on the part of that country. Ideally foreign countries wishing to assist this development process should be willing to fit'themselves in (menyesuaikan) with local realities and locally defined objectives. Where a genuinely friendly relationship has been established, a limited number of foreigners may with advantage be invited to participate in discussion of these alternative goals and choices (and perhaps a yet greater number encouraged to study the country's history, culture and general situation). However, conflict often arises between donors and recipients of foreign aid in that for the donor its aid programme is often an ill-assorted expression of other politica and economic policies and interests.
