Author

Abstract

It is the purpose of this discussion to point out the relevancy of such . nations as return on capital, cost of capital, and the time value of resources to capital budgeting decisions. The discussion is thus a slightly complicated continuation of previous papers devoted to capital budgeting and published in an earlier A'olurae of readings. In tlie present discussion some comments are offered on what appear to be the project selection rules used in the Soviet Union and on the current shift to profit calculations and rates of return on capital investment for planning and control.
