Criteria For Assessing The Value And Attractiveness Of "Tied" Transactions

Abstract

Before the Government of Indonesia can be in the position to go into the details of a transaction which involves entering into commitmients, it must possess a General Formula, by which it could judge whether it is worth studying some proposals at all and whether a prima facie case has been established for entertaining the idea of a transaction. The fonnula which shall be developed here is in the nature of an acid test of every transaction of this kind. It should be emphasized that it is the first acid test and that other rigid tests must also be applied. But its importance lies in the fact, that it is logically the first test. Hence if it is not satisfied, further analyses become ipso facto redundant.
