Indicadores : la intervencion reguladora en la industria electrica colombiana

Abstract

El objetivo de este artículo es presentar un análisis estadístico de la calidad de la regulación de la industria eléctrica colombiana, basado en una clasificación económica de las resoluciones emitidas por la Comisión de Regulación de Energía y Gas -Creg-. Se entiende la regulación como una relación contractual entre distintos grupos de interés y que busca la redistribución de la riqueza producida en esta industria, y la calidad de la regulación como el ejercicio de la independencia y la autonomía, bajo mecanismos adecuados de control de gestión y resultados. El trabajo permite concluir, por un lado, que la mayor cantidad de resoluciones cumple con el principio orientador de regular la conducta de los agentes, aunque la inestabilidad y los temas administrativos ocupan una destacada posición en esta normatividad y, por otro, no hay percepción en los agentes sobre corrupción aunque si admiten la posibilidad de la existencia de influencia sobre el marco regulador.
