Estructura y conducta de la oferta del seguro de salud en Colombia

Abstract

En este artículo se presentan varios aspectos sobre la organización industrial del seguro público de salud en Colombia. Se parte del contexto de la reforma y características del mercado conformado desde 1995 por las empresas administradoras del seguro, con una descripción sobre la desintegración vertical del Instituto de Seguros Sociales -ISS-, la regulación y algunas estrategias que habrían de seguir los nuevos oferentes para su ingreso y consolidación en el mercado. Se analiza información estadística sobre la oferta y se emplean varios índices de concentración, mostrando que a nivel nacional existe la tendencia a una concentración moderada, pero localmente predomina una estructura de monopolio.
