Politicas de precios en contingencias de generacion de electricidad

Abstract

Este trabajo presenta una investigación teórica sobre los mecanismos de mercado que permiten asignar los recursos eficientemente y alcanzar la confiabilidad óptima en mercados sujetos a utilidades como es el de generación de electricidad. En particular, se destaca la necesidad de proveer información adicional sobre pronósticos de precios y contingencias para mejorar la asignación mediante los precios spot. También se propone la definición de un mercado de seguros de confiabilidad que permite tanto minimizar los costos sociales ante la ocurrencia de fallas en el sistema como determinar la capacidad óptima competitivamente. Luego se evalúa la aplicabilidad de estas propuestas, en un mercado con restricciones técnicas y que tiene que ser coordinado por un despacho central CND. Por último, se incluyen las conclusiones más relevantes y algunas recomendaciones de investigación que se derivan de este trabajo.
