A területfejlesztés pénzügyi eszközei az Európai Unióban és Magyarországon
[Financial resources for regional development in the European Union and in Hungary]

Abstract

Magyarországon európai összevetésben is jelentős költségvetési forrásokat különítenek el területfejlesztésre, de e források felhasználásának szabályozásában a területi politika szempontjai csak részben, sokszor eltorzultan jelennek meg. A szerző a területfejlesztés kilencvenes évek második felétől Magyarországon kialakított pénzügyi eszközrendszerét, annak alkalmazását elemzi. Összehasonlító bázisul elsősorban az Európai Unió strukturális alapjainak szabályozása szolgált. E szabályozás különböző elemeinek - a kedvezményezett térségek kiválasztása, a támogatási eszközök megyék és régiók közötti elosztása, a támogatási ráták, arányok meghatározása - áttekintését a támogatások odaítélése intézményrendszerének bemutatása, valamint a felhasználás tapasztalatainak összegzése követi. Végül a szerző néhány javaslatot tesz a szabályozás módosítására, továbbfejlesztésére. Journal of Economic Literature (JEL) kód : R58.
