Abstract

Immár fél évszázaddal ezelőtt a Harvard Egyetemen tartott beszédében hozta nyilvánosságra az Egyesült Államok külügyminisztere azt a tervet, amelynek keretében addig példa nélkül álló összegű segélyek áramlottak a vezető nagyhatalomtól Nyugat-Európa országaiba. A Marshall-segély megvalósítását sajátos történelmi körülmények tették lehetővé és szükségessé. Az európai helyreállítási program igen sikeresen oldotta meg feladatát: a kedvezményezett országoknak nemcsak a gazdaságát korszerűsítette, hanem biztonsági szempontból is a finanszírozók igényei szerint alakította a fejlődésüket. Ez a tanulmány nem egyszerű "évfordulós" visszatekintés; a szerzők igyekeznek feltárni az akkori és a mai világpolitikai és világgazdasági helyzet közös elemeit, és hasonló globális segélyprogramot sürgetnek.
