Abstract

Az Európai Közösség éppen nyolc évvel ezelőtt nyitott az átalakulás biztató jeleit mutató kelet-közép-európai országok felé. Az azóta eltelt idő hatalmas fejlődést hozott a nyugat-európai integráció keleti kapcsolati rendszerének kiterjesztésében, az elért eredmények mégis elmaradnak a csatlakozni vágyó országok várakozásaitól. Ennek ellenére az Európai Unió kívülről nézve még mindig népszerűbb, mint a saját állampolgárai számára. Európa két felének közeledését mindkét oldalon feszültségek fékezik: Nyugaton félnek a Keletről beözönlő olcsó áruktól és munkaerőtől, a gyorsan terjedő szervezett bűnözéstől; a felzárkózó közép- és kelet-európai országok viszont csalódtak a remélt anyagi támogatást és a piacgazdaságú országok szervezeteibe való gyors és egyenrangú befogadásukat illetően. Az európai integrációs folyamat két fő ágának, az elmélyítésnek és a kibővítésnek a sikere elsősorban egymástól függ, kölcsönös kapcsolódásukat azonban integrációs .csapdák. sora nehezíti.
