The Need to Establish a New International Organization and the Adoption of an Implementation and Verification Protocol to the NPT or a New International Convention for the Destruction of All Nuclear Weapons

Abstract

The majority of the NPT states parties believes that the treaty, in its current form, is not the appropriate instrument to achieve the destruction of all nuclear weapons and the closure of all nuclear weapon production facilities located in the territory or that are under the jurisdiction or control of all nuclear-weapon states parties to the NPT. Why? The answer is very simple: The NPT does not has an enforcement mechanism that can be used to oblige nuclear-weapon states parties to the treaty to destroy all their nuclear-weapons in a specific period of time. In addition, the NPT does not has also an international mechanism that can be used for the supervision of the implementation of all obligations and commitments assumed by its states parties. The paper presents some proposals to overcome this situation. Copyright Springer Science+Business Media New York 2015
