Technology Transfer to the Public Sector in Developing States: Three Phases

Abstract

Public sector technology transfer is as old as economic and social interaction among institutions. Only in the past half century, however, has this been pursued with intentionality. In 1995 state-to-state financial assistance equaled $55 billion (excluding military assistance, highly technical, and exclusively in the public sector), much of which represented technology transfer, and a substantial portion of that to public institutions. This paper examines the three phases of transfer and the nature of the current phase of transfer with regard to its impact upon the recipient nations. Copyright 2000 by Kluwer Academic Publishers
