How does digital economy “double pilot” policy affect regional economic resilience?

Abstract

The panel data of 269 Chinese cities, spanning from 2010 to 2022, are chosen for this paper against the backdrop of creating a new development pattern and strengthening the ability to withstand risk. Employing a multi-period DID model, this paper rigorously examines the synergistic effects and underlying mechanisms through which the national information consumption pilot and the Broadband China policy collectively influence regional economic resilience. Considering the findings: Digital economy “double pilot” policy can significantly improve economic resilience, and this conclusion is robust. Additionally, policy superposition has a far greater impact than a single pilot. Digital government, marketization, and digital enterprise scale play a constructive moderating function in how digital economy “double pilot” policy affects regional economic resilience. Heterogeneity analysis shows that the policy effect presents the spatial heterogeneity rule of “divergence between the Hu Line’s east and west, non-resource-based cities leading, city size gradient decreasing, economic development gradient increasing”. This paper further verifies the synergistic enabling effect of policies on new quality productivity.
