Abstract
Safety performance in construction and engineering projects remains a persistent global challenge due to complex work environments, dynamic project conditions, and the involvement of multiple stakeholders. Although regulatory frameworks, safety management systems, and technological monitoring tools have improved hazard control, accident rates in construction continue to indicate that technical compliance alone is insufficient for sustainable safety outcomes. Leadership has increasingly been recognized as a critical factor in shaping safety culture, influencing worker behavior, and reinforcing safe operational practices across project teams. This review paper proposes a Conceptual Leadership Model for Safety Culture Development in Construction and Engineering Projects by synthesizing insights from leadership theory, safety management research, and organizational behavior studies. The model emphasizes the interaction between transformational leadership, communication effectiveness, worker engagement, accountability structures, and continuous learning mechanisms in promoting proactive safety behavior. Particular attention is given to how leaders influence safety climate through decision-making transparency, risk communication, and reinforcement of safe work practices throughout the project lifecycle. The study also integrates elements of systems thinking to illustrate how leadership behaviors interact with project governance, safety policies, and workforce attitudes to create a resilient safety culture. By consolidating fragmented literature on leadership-driven safety performance, this review provides a structured conceptual framework that can guide construction managers, project leaders, and safety professionals in implementing leadership strategies that strengthen organizational safety culture. The findings highlight the importance of leadership capability development, behavioral safety reinforcement, and collaborative communication systems for improving long-term safety performance in complex engineering projects.
