Abstract

This manuscript develops the system-oriented side of the CAPA study by presenting the design and implementation narrative of a computer-aided prosperity appraisal platform for host community needs assessment. Using only the attached source manuscript as evidence, the paper reorganizes the original material into a publishable engineering paper centered on platform architecture, user workflow, fuzzy inference integration, database support, and implementation choices. The system is described as a web-based appraisal environment built with PHP and MySQL and modeled with Object-Oriented Analysis and Design Method. Its workflow supports user initialization, registration, login, dataset preparation, fuzzy appraisal processing, and result presentation. The paper also consolidates the interface modules, fuzzy platform, rule-processing logic, and the comparative performance narrative reported in the source text. The resulting manuscript emphasizes the value of CAPA as a practical digital instrument for structuring appraisal requests, improving consistency in community evaluation, and supporting evidence-led development planning in Rivers State.
