Kitlesel Göçlerin Emek Piyasalarına Etkisi: Türkiye’deki Suriyeliler

Abstract

Kitlesel göçler, ekonomik göçmen olmak için göç kararı verme modellerinden farklı olarak kişilerin iç çatışma, savaş, çevre felaketleri vb. nedenlere ani, plansız ve kalabalık gruplar halinde yer değiştirmesini ifade etmektedir. Bu yönüyle kitlesel göçler literatürde bir çeşit afet durumu olarak görülmektedir. Ani ve plansız olan kitlesel göç dalgaları gittikleri hedef ülkelerde onarılması güç ve zorunlu olan ciddi travmalar yaratmaktadır. Hayatta kalabilmek için gerekli temel barınma, beslenme ve güvenlik ihtiyaçlarının yanı sıra kalış süreleri ile orantılı olarak sağlık, dil öğrenme, eğitim, emek piyasalarına erişim gibi ihtiyaçların karşılanması zorunluluğu da doğmaktadır. Bu çalışmada kitlesel göçlerin emek piyasalarına olan etkileri geçici koruma altındaki Suriyeliler örneğinde ve literatüre dayalı olarak ele alınmaktadır. Kitlesel göçler yüksek işsizlik ve yoksulluk gibi yapısal sorunları olan ülkelerin emek piyasalarında emekçiler bakımından olumsuz sonuçlar yaratmaktadır.
