Abstract

Murat Ustaoğlu ve Ahmet İncekara tarafından derlenen ve Mayıs 2019’da piyasaya çıkan “Faiz Meselesi Tarihte Örnek Uygulamalar” isimli kitap çeşitli medeniyetlerdeki faizli borç ilişkilerini tarihteki örnek uygulamaları ile birlikte detaylı şekilde incelemektedir. Yirmi bir akademisyen yazar tarafından hazırlanmış 16 makaleden oluşan kitap, tarih boyunca hüküm süren pek çok medeniyette faizli borç ilişkilerinin ortaya çıkış sebeplerini, düzenleniş şekillerini ve toplumda yarattığı sonuçları açıklayarak konuyu tarihi perspektiften toplumsal hayatın dinamikleri içerisinde ortaya koymaktadır. Kitapta öncelikle Mezopotamya, Yunan, Roma ve Hint medeniyetlerindeki faizli borç ilişkileri açıklanmış, ardından sırasıyla Yahudilik ve Hristiyanlıkta faizle ilgili hükümler, tartışmalar ve zaman içinde uygulamada görülen gelişmeler anlatılmıştır. Son olarak İslam dininde faizin tanımı, faiz yasağı ve bu yasağa uygun olarak geliştirilen finansal yöntemlerden bahsedilmiş, İslam dininin faiz yasağını günümüze getiren tek din olduğu vurgulanmıştır. Kitap objektif bakış açısıyla hazırlanmıştır. Konu, üslûp ve biçim açısından bölümler arasında bütünlük ve uyum sağlanmıştır. Kitap kendi alanında yapılmış detaylı bir çalışmadır; faiz meselesini, tarih boyunca uygulanış biçimini ve konuyla ilgili dini, ahlaki, felsefi ve ekonomik tartışmaları ayrıntılı şekilde ortaya koyması açısından literatüre katkı sağlamaktadır.
